Silly question, but how do i raise a characters skill levels? i'd assume it's just normal leveling?
To raise a monsters skill you have to fuse it with monsters with the same EXACT skills. Only there active skill is upgradeble and there is a limit to it depending on the monster. You also have a better chance of getting the skill up if u use 5 of the same monsters in a fusion aposing to 1.
When you say there is a better chance of a skill up with 5 rather than 1 isn't that just because you've got a chance for each 1 or is there some multiplier that means you have more than 5 times the chance? Also can you get more than 1 skill up in the same power up or is it strictly 1 max per power up?

I've gotten two skills-up from a fusion with only two "ingredients", so I can confirm that it's a per-monster chance instead of a per-fusion chance.
It is quite likely (but not certain) that the chance of skill ups fusing 5 monsters one at a time is identical to the chance of fusing them 5 at a time. Proving it is if course impossible short of gungho intervention.
Do you have any monsters skills in particular you are trying to level up?

for example orb changing skills can be leveled up with various monsters siren: the evolved blue blob and the marine goblin both have the fire -> heart orb.

the black blob (big baddie or something) does heart -> dark

same with the fire blob heart -> fire

however there are more that i'm not sure where the best possible upgrades are for guys like the knights, or valk/berserk

sorry i cant be of more help
So i take it it's possible for every monster to be skilled up. so i guess just add teh same color and type of creature to the creature you're trying to skill up and cross your fingers is what it sounds like.

It has nothing to do with the color of the monster - for example, any carbuncle color can level up any equivalent carbuncle. It has to do with the skill name: For example, let's use siren: Her skill is called "Guard Stance - Water" This is shared between all 3 levels of the siren evolution (mermaid, siren, siren the enchantress). It is also shared with marine goblins, and evolved bubblie's. Therefore, you can feed a siren any of these and it has the chance to skill.

Let's now take a different monster as an example: Ancient Dragon Knight. Only the ancient dragon knight, mystic stone knight and dragon knight (which are all forms of the same monster) share the same skill. You can only feed him to himself, basically

Let's go back to the carbuncle example to clarify one further point. If the skill name changes as the monster evolves, you lose all of the skill ups. So when your carbuncle evolves and it's skill changes, any skillups are removed. This is different than the siren situation, since her skill remains the same from 3*->5*.
I've read differing opinions on this - I've read that when using a monster with the same active skill as the one you're trying to upgrade, the success rate is fixed at 20% regardless of how many you use in a single upgrade, so it would be a waste to use five of the same pet in the same upgrade. I don't know, though. I've tried upgrading my Siren upwards of 20 times using one Marine Goblin each time and it's only at level 2.
20% is a bogus rate. I did some demon feeding during a long week of farming dark sky, and while the demon went from 2* to max 3* eating nothing but other demons, it gained only a total of 10 skill levels. I kept track of the skill ups / guys eaten for the first 50 or so, and it averaged 1/10. That rate kept pretty consistent all the way up.

Additionally, it's 10% PER monster eaten. Feeding 5 at once is 5 10% chances, not a 50%(nor a 20%) chance. You are more likely to get 0 skill ups(59%) than 1(32%) when you feed 5, but you still have a slim likelihood of getting 2 skill-ups(7%), and an even rarer shot at getting 3,4, or 5.(2% between)
